Your working heart rate is the range that your heart rate specifically falls within. This number can either be determined precisely by a professional or you can get an estimated range by finding your resting heart rate and using an age guide to computer your maximum rate.

To determine your maximum heart rate, simply subtract your age from 220 if you are a man, and subtract your age from 226 if you are a woman.  Your resting heart rate of course is what your heart rate is when you are not doing any physical activity. A good time to check this would be first thing in the morning before you even get out of bed.

For instance, if you are a 45 year old male, your maximum heart rate would be 220-45 = 175.

You have measured a resting heart rate at 70. Therefore your working heart range is 105.

Your target heart rate for exercising is between:

Lower target range = (105 * .7) + 70 = 144

Upper target range = (105 * .85) + 70 = 159

Many of the discount heart rate monitors will figure all this out for you. In fact the monitors that are on treadmills will beep when you are below or over your target heart range.

The main advantage to using a discount heart rate monitor is that you are measuring the effort that you are exerting during your workout. Often are perception is that we are working much harder then we are. You can usually go faster and further then you think!
